Does ‘courageous restraint’ deserve a medal?

Military leaders in Afghanistan are talking about establishing a new medal to recognize service members who hold their fire to save civilian lives.

The idea of recognizing those who make a conscious effort to avoid combat action comes one year after Army Gen. Stanley McChrystal, the International Security Assistance Force commander in Afghanistan, tightened the rules of engagement for air strikes and other combat operations in an effort to prevent fatalities.
