Finding the fix for inflated EPRs

No one should have been surprised when the Air Force announced that the 1,269 master sergeants selected for promotion this year all aced their enlisted performance reports.
They’re expected to be “truly among the best,” what the perfect score calls for.
What was mind-boggling, though: 11,502 airmen who didn’t make the cut had the maximum number of points — 135 — on their EPRs, too.
It was proof again that inflated EPR scores can deflate careers, especially the higher up you go.
It’s an old problem that an Air Force captain believes can be fixed if the service adopts his idea. Is leadership listening?
