No more Humvees in 2011 procurement plan

In fiscal 2011, the Army plans to spend about $31 billion on new helicopters, armored vehicles, trucks and a futuristic ground combat vehicle, but the service won’t spend another dime on new Humvees.

The Army expects to receive its last of 2,620 new Humvees by March and will continue to maintain its tens of thousands-strong fleet of the utility vehicles, which first came into service in the mid 1980s.

The Army also wants to spend $2.5 billion in research, development and acquisition dollars on its Brigade Combat Team modernization, which includes $934 million to develop a new Ground Combat Vehicle.

The service’s $30 billion procurement request includes $21.3 billion in the service’s $143.4 billion base budget request for fiscal 2011. There is also $8.9 billion in planned procurement for the Army’s $102.2 million Overseas Contingency Operations request for fiscal 2011.

About $6 billion will buy 72 UH-60 and HH-60 Black Hawk helicopters, 50 UH-72A Lakota helicopters, 40 CH-47 Chinook helicopters and 16 AH-64 Apache helicopters, according to the request. The money also includes upgrades to several existing airframes. The Army plans to add two combat aviation brigades by 2014.

The Army intends to spend $5.5 billion on 9,538 Family of Heavy Tactical Vehicle trucks, 2,959 Family of Medium Tactical Vehicle trucks and 83 Stryker wheeled vehicles.

The service also hopes to buy 78 Patriot Advanced Capability-3 missiles, 26 MQ-1 Sky Warrior Extended Range Multipurpose Unmanned Aerial Systems and 2,592 Guided Multiple Launch Rocket System missiles.

The $8.9 billion procurement request for overseas operations such as Iraq and Afghanistan includes $989 million in recapitalization funds to maintain existing Humvees. The request would pay for upgrades to Stryker vehicles, and OH-58D Kiowa Warrior and Apache helicopters, as well as replacing missiles and ammunition expended on Iraq and Afghanistan.
