BOSTON — U.S. Sen. Elizabeth Warren is warning that the nation must do more to weigh the risk of civilian casualties before using military force.

Warren said there are moral and military reasons for that debate. She said the death of one civilian can inspire friends and relatives to take up arms against the U.S.

The Massachusetts Democrat said the military should establish training programs that directly address civilian casualties and improve efforts to track those casualties.

Warren said releasing that information publicly will help the country make better decisions about military force while demonstrating to the world that America takes civilian casualties seriously.

She also in a speech Wednesday at Georgetown University that the country needs to decide how to best respond to civilian deaths.

In Iraq and Afghanistan, she said, the U.S. has found ways to express regret and compensate families.
