Deadline is Jan. 10 for officers to apply for transfer program

Qualified officers of the Army Competitive Category have until Jan. 10 to apply for the Voluntary Transfer Incentive Program, which allows certain first lieutenants, captains and majors to move from their basic branch to another branch or functional area.

The second-quarter fiscal 2014 VTIP panel will meet Feb. 10-14. The results will be released in mid-March.

Officers are not eligible for VTIP if they will be considered by one of the separation or selective early retirement boards that meet in spring 2014.

Manning requirements for branches and functional areas are updated quarterly, and are reflected in “in/out” calls that indicate, by year group, which specialties are open or closed to transfers.

As displayed by the in/out calls issued by the Human Resources Command in mid-December, transfer opportunities are dwindling as the Army moves deeper into the drawdown.

For example, most year groups from 2008 and earlier are closed to VTIP transfers, regardless of branch or functional area. Year groups 2010 and 2009 also are being tightly managed, with most specialties being either overstrength or closed to migration.

Here are the basic zones of eligibility for officers requesting consideration by the upcoming VTIP panel:

■ Must be a member of the Army Competitive Category.

■ Must be a promotable first lieutenant, or captain or promotable captain, as of Jan. 10. Captains with dates of rank of Jan. 30, 2009, through July 14, 2012, are not eligible, as they are in the zones of consideration for the separation and early retirement boards that meet in April.

■ Majors with fewer than 14 years of active federal commissioned service as of Jan. 10 may request transfer into a branch or functional area in which they previously served. Exceptions will be made for majors and lieutenant colonels with more than 14 years of service who request transfer to the Finance Corps. Majors with dates of rank of Oct. 2, 2008, through April 29, 2013, are not eligible for VTIP, as they are in the zones of consideration for the separation and early retirement boards.

■ Officers who have been recalled to active duty or transferred to the Army from a sister service, provided they have served at least 12 months on active duty in their current branch or functional area, are eligible.

■ Active Guard and Reserve officers are eligible for VTIP provided they have completed their initial AGR tour.

■ ACC second lieutenants, non-promotable first lieutenants, special branch officers, warrant officers and non-AGR reservists are not eligible for VTIP.

■ Officers who are approved for a branch or functional area transfer will incur a three-year active-duty service obligation.

Officers who want to be considered by the VTIP panel should submit a DA Form 4187 (request for personnel action) to the Human Resources Command stating the reason for the request, along with transcripts, certifications and other pertinent documents not in their official file.
