Clothing allowances drop for fiscal 2014

Soldiers are seeing no changes in the contents of their uniform clothing bag in fiscal 2014, but clothing replacement allowances will drop due to minor adjustments in price on some items and to the expected “wear life” of other items.

Upward price adjustments on some items, such as running shoes, the dark blue Army overcoat and dark blue trousers, have pushed the value of the men’s clothing bag to $1,567.43, an increase of less than $40 from last year, while the value of the women’s clothing bag rises to $1,798.42, up about $46 from last year.

Although the collective dollar value of the inventory has gone up, clothing replacement allowances have gone down. For men, the standard annual allowance this fiscal year is $439.20, a drop of $28.80 from last year, while the men’s basic replacement allowance is $306, down $21.60 from last year. For women, the standard allowance is $468, down $54 from last year, and the basic allowance is $327.60, down almost $40 from last year.

Clothing allowances have gone down even as the cost of the items has gone up because allowance amounts are based in part on what the Army considers an item’s “useful life,” the average length of time the Army expects an item should last before it must be replaced.

For example, in fiscal 2013, the Army set the useful life of the black wool beret at 12 months, so the annual replacement allowance was $12.25, enough for a soldier to buy a new beret once a year. But in fiscal 2014, the useful life of the beret has been adjusted to 36 months, so the annual replacement allowance for that item drops to $3.86 because the Army has decided a soldier should need to buy a new one once every three years.

The military gives enlisted members a set of uniforms and accessories when they join. Troops receive the basic annual replacement allowance over their first three years of active duty. Once they complete three years, troops begin receiving the higher standard annual replacement allowance.

Men's and Women's 2014 Clothing Bag

Here is the breakdown of the initial clothing allowance for enlisted men and women in the Army in fiscal 2014. Shown are the number of items issued to those entering the Army, the price per item, the net change in price (for the total number of items) from fiscal 2013, and the annual replacement allowance based on the expected “wear life” of the item.
