PHOENIX — Arizona Attorney General Tom Horne plans Monday to announce criminal charges against 21 military personnel.

Horne plans a news conference in Phoenix at 10 a.m.

Spokeswoman Stephanie Grisham declined in advance of the news conference to provide details on the defendantsí military affiliations or the nature of the alleged crimes.

Grisham says authorities began serving those charged in the case with summonses last week.
