Lieutenant colonel acquitted in child rape case

A lieutenant colonel at Wright-Patterson Air Force Base, Ohio, was found not guilty Sept. 30 of raping and sexually assaulting a child.

A panel of 10 senior officers, including nine men and one woman, deliberated for about three hours following the week-long court-martial of Lt. Col. Reginald Kabban, the Dayton Daily News reported.

Kabban, who serves as deputy chief of the development and planning branch in the business and enterprise directorate of the Life Cycle Management Center, was charged with multiple counts of rape, assault, wrongful sexual contact and lewd acts with a child in Virginia and Ohio between August 2005 and November 2011.

The victim, a 15-year-old girl, alleged Kabban, a relative, began touching her inappropriately when she was seven, the Dayton Daily News reported. She testified he raped her twice when she was 13. The girl told her therapist about the alleged abuse, and the therapist reported it to authorities.

When cross-examined by the defense, the girl testified she’d been hospitalized multiple times for harming herself and attempting suicide, the paper reported. She said that she falsely accused a schoolmate of rape earlier this year and that she told her therapist she’d been sexually assaulted by four boys in a truck in a separate incident, only to later change her story.

Kabban joined the Air Force in 1995 and arrived at Wright-Patterson in 2009. Prior to that, he was stationed at the Pentagon.
