EPR overhaul coming: 'Biggest single change' ever for enlisteds

Coming changes to enlisted airmen’s evaluations potentially will be “the biggest single change we’ve ever had in the enlisted corps,” Command Chief Master Sgt. Rick Parsons of the Air Combat Command said Monday.

Airmen should “get ready,” but overhaul of the enlisted performance report probably won’t be in place until 2015 at the earliest, Parsons said at the Air Force Association’s conference in Washington.

Parsons said it is too early to say how the EPR might change, as officials are only beginning to brainstorm ideas and contemplate what the consequences of various changes might be. But he said it would likely result in a radical change to how enlisted airmen’s performance is evaluated.

“I would promise you this: It has the potential to be the biggest single change we’ve ever had in the enlisted corps,” Parsons said.

Parsons said that the earliest the Air Force could release a new policy would be in six months. Then, it would take another year or so to transition to the new system, he said. That would likely place full implementation of the new system in mid-2015.

“It’s going to be a long transition,” Parsons said.

For years, the Air Force has tried to break a pattern of virtually all enlisted airmen receiving perfect 5s on their evaluations, no matter whether they are outstanding or mediocre. Earlier this year, the Air Force released new guidance specifying that any airman who receives a referral report can only receive a 4 or lower score. Referrals are given for a range of problems, from failing to meet physical fitness standards to substandard job performance to disciplinary action.
