'Electronic Flight Bag': Service seeks app for aviators

Just as anyone can pull up driving directions on a smartphone, or civilian pilots load their flight plans onto tablets, the Coast Guard is looking into a navigation app to bring its pilots into the 21st century.

A federal work order dated Aug. 14 breaks down a request for an “Electronic Flight Bag” app for the Apple iPad that would load dozens of manuals and planning functions into one convenient, interactive platform, similar to what the Marine Corps and Air Force are using.

Not only will the app have to display the full battery of manuals, it will also show navigational charts in a seamless, geographically contiguous format.

Other features will include the ability to quickly import information from other sources, including GPS positions, near-real-time weather forecasts and meteorological information with radar imagery.

The app’s flight-planning functions must be able to:

■ Construct a flight plan and display the planned route of flight on en route charts.

■ Receive user-defined waypoints and display those waypoints on en route charts.

■ Print paper backups of flight information planning, or FLIP, products.

■ Accurately measure distance between two points on en route charts.

Once the app is developed and installed on Coast Guard iPads, whomever wins the developing contract will be responsible for providing email or telephone technical support and continue to update the app to keep in line with Apple’s current operating systems.

As the request is newly issued, there are no updates on a possible developer or a timeline for getting the app into Coasties’ hands.

Coast Guard spokesman Senior Chief Daniel Tremper said the service isn’t “able to speak on it because it is still an active procurement posted on [the Federal Business Opportunities website].”
