Nearly 6,000 first lieutenants of the Army Competitive Category, Nurse Corps, Medical Service Corps and Medical Specialist Corps have been recommended for promotion to captain by selection boards that met in April.
Beginning with these selection lists, the Army will change the average pin-on point for promotion to captain from 42 months of active commissioned service to 48 months, the standard for advancement to O-3 before the wars in Afghanistan and Iraq.
Maj. Gen. Richard P. Mustion, commander of Human Resources Command, said the additional six months of service at O-2 “will provide first lieutenants more time for professional development, experience and depth from assignment opportunities prior to promotion.”
Initial promotions off the new lists will go to above-zone selectees in the various competitive categories. Through Sept. 1, those promotion totals will be 133 for the Army Competitive Category, 29 for the Nurse Corps, 21 for the Medical Service Corps and 60 for the Medical Specialist Corps.
The primary zones of consideration for officers of the Army Competitive Category, Nurse Corps and Medical Service Corps included first lieutenants with dates of rank of April 1, 2001, through March 31, 2012. The primary-zone window for the Medical Specialist Corps included first lieutenants with DOR of Oct. 1, 2011, through Sept. 30, 2012.
Primary-zone select rates were 94.1 percent (5,111 considered, 4,809 selected) for the Army Competitive Category, 74.9 percent (509 considered, 381 selected) for the Nurse Corps, 83 percent (283 considered, 235 selected) for the Medical Service Corps and 87.9 percent (58 considered, 51 selected) for the Medical Specialist Corps.
The board passed over 243 lieutenants for a second time. They are subject to involuntary separationand do not qualify for involuntary separation pay, or the Temporary Early Retirement Authority, which requires applicants to have at least 15 years of service.
